ICT Project Management

During the period September 2017 to May 2019, provided ICT Project Management (PM) Services to support the implementation of OAG’s Medium-Term ICT Improvement Project for the period 2016/17 to 2019/20.  The support covered all the stages of the project from initiation (Project Charter) and planning through execution, monitoring and control leading to project closure.

The project had the following initiatives:

• ICT strategic planning leading to ICT Strategic Plan for 2018-2024
• ICT staff restructuring and professional development
• IT Service Management (ISO/IEC 20000)
• Information Security Management System (ISO 27001:2013) leading to certification to the standard. By March 2019, OAG Rwanda was the first OAG in East African and many Anglophone countries to get certified to the Standard
• Business Continuity Management (ISO 22301) and IT Policies
• Vulnerability assessment and penetration testing
• Analytical trouble shooting based on rational thinking process skills using the Kepner-Tregoe method 
• Enterprise document automation
• Replacement of obsolete infrastructure covering data/voice network, centralized print management and servers (Hyper-converged infrastructure, Windows Server 2016, Microsoft Exchange 2016 and Microsoft SQL 2012)
• Business intelligence/data analytics
• Secure audit log data storage

Technical input across all the initiatives, except business intelligence/data analytics and secure audit log data storage where support was limited to business case justification only, included:

• Business case justification which extended to business intelligence/data analytics and secure audit log data storage
• Preparation of technical specification (for infrastructure elements); Terms of reference (for consultancy services); and system requirements specifications for application systems
• Procurement process management (input during tender document preparation, evaluation and selection)
• Acquisition and installation assurance for infrastructure items
• Implementation assurance for consultancies and application systems implementation
